What level of English should students have entering Grades 10 -12?

According to the CEFR (Common European Framework of Reference for Languages) standard, students in Grades 10 to 12 should be at a high B2 or C1 level.

In Grade 9, students should be at a minimum of a high B1 or B2 level.
